چکیده

This paper examines the validity of measures of teacher effectiveness from the Tennessee Value Added Assessment System (TVAAS). Specifically, we consider the following claims regarding teacher effects: that they adequately capture teachers' unique contributions to student learning; that they reflect adequate standards of excellence for comparing teachers; that they provide useful diagnostic information to guide instructional practice; and, that student test scores adequately capture desired outcome of teaching. Our analyses of the TVAAS model highlight potential weaknesses and identify gaps in the current record of empirical evidence bearing on its validity. Introduction The Tennessee Value Added Assessment System (TVAAS) is a statistical methodology designed to evaluate the influence that school systems, schools, and individual teachers on student learning. It is arguably the most prominent example of the “value-added” approach in state accountability systems. The statistical machinery behind TVAAS, developed by William Sanders at the University of Tennessee, implements a mixed-effects model, applied to longitudinal standardized test score data across several subject areas, to estimate the effects of schools and individual teachers on student

Research Findings from the Tennessee Value-Added

The Tennessee Value-Added Assessment System determines the effectiveness of school systems, schools, and teachers based on student academic growth over time. An integral part of TVAAS is a massive, longitudinally merged database linking students and student outcomes to the schools and systems in which they are enrolled and to the teachers to whom they are assigned as they transition from grade ...

11 : Value - Added Assessment of Teachers : the Empirical Evidence

The Tennessee Value-Added Assessment System (TVAAS) employs a sophisticated statistical methodology to estimate the aggregated yearly growth in student learning, as reflected in changes in test scores in five tested academic subjects. It assumes that changes in test scores from one year to the next accurately reflect student progress in learning. By tracking progress and linking it to schools a...

Would Accountability Based on Teacher Value-added Be Smart Policy? an Examination of the Statistical Properties and Policy Alternatives

Abstract: With annual standardized student testing, it now may be feasible to measure the contributions to student achievement made by individual teachers. But will these “teacher valueadded” measures help to improve student achievement and learning? I address this question through a “policy validity” framework” that includes three factors: (a) statistical validity, i.e., how well teacher value...

Preservice Performance Assessment and Teacher Early Career Effectiveness: Preliminary Findings on the Performance Assessment for California Teachers

This study presents preliminary findings on the relationship between beginning teacher’s scores on the Performance Assessment for California Teachers (PACT), a preservice performance assessment of a wide range of teaching skills, and their subsequent teaching effectiveness measured by students’ value-added achievement gains in English Language Arts (ELA). Linking PACT scores and four separate v...

Will Courts Shape Value-Added Methods for Teacher Evaluation?

As more states begin to adopt teacher evaluation systems based on value-added measures, legal challenges have been filed both seeing to limit the use of value-added measures (Cook v. Stewart) and others seeking to require more robust evaluation systems (Vergara v. California). This study reviews existing teacher evaluation systems and examines validity evidence supporting the use value-added sc...
